Justice Project South Africa (JPSA) says SA’s controversial Administrative Adjudication of Road Traffic Offences, better known as the Aarto Bill has little do with road safety and everything to with the expediting of the issuing and collection of traffic fines.

The Aarto Bill and its stinging demerit system signed into law by President Cyril Ramaphosa this week is the beginning of punishing road laws.

The bill will come into effect when it appears in the Government Gazette.

The law will see motorists being compelled to adhere to a demerit system, a point system that will see motorists lose their licences after 12 demerits.

Speaking to Radio Islam, JPSA’s Howard Dembovsky says the bill has been masked with a different agenda.

“It comes under the guise and very thinly veiled as being a piece of legislation that’s interest lie in road safety and reducing road carnage. But when you just start to scratch below the surface, the exact opposite actually becomes transparent.”

Groups including Outa and the AA have also expressed strong opposition to the bill.
