Joburg Mayor Herman Mashaba and Speaker Vasco da Gama have survived a motion of no confidence.
One-hundred-and-forty members voted against the motion while 121 voted in support of it on Thursday.
Mashaba and da Gama faced a motion of no confidence brought by the African National Congress (ANC).
The ANC wanted Mashaba removed, claiming that under his leadership Johannesburg residents are receiving poor service delivery.
Earlier on Thursday Democratic Alliance (DA) leader Mmusi Maimane said the ANC wanted to remove Mashaba through a motion of no confidence because it was afraid that the DA will replace it as the governing party in the country.
