According to a report in City Press, an affidavit deposed to by a senior crime intelligence officer contains several damning allegations of abuse of power by police officials. This includes President Cyril Ramaphosa’s emails being hacked, 100 state vehicles missing due to lack of record-keeping, abuse of resources and theft within crime intelligence structures.
What is interesting about the affidavit by Brigadier Tiyani Hlungwani is that it formed part of the dossier given to Chief Justice Raymond Zondo in 2019. Still, this evidence was never discussed by the Judicial Commission of Inquiry into Allegations of State Capture.
Speaking to Radio Islam International, Independent Crime and Policing Consultant Johan Burger said the Zondo Commission reached a stage where they found it necessary to stop the investigation and wrap up the matter, coming out with a report.
Brigadier Hlungwani finds himself in a position many other whistleblowers experience – being transferred to another unit where he is doing nothing.
According to Burger, the abuses within crime intelligence, particularly the Secret Services Account, is nothing new and have been coming on for a long time.
Meanwhile, Burger highlights the rot within the SAPS, specifically within crime intelligence.
“The rot runs deep as the Brigadier exposes in his affidavit, and continues after the removal of Richard Mdluli and his replacement by others,” he says.
